After years of investigation and a long time of data analysis the Anti-Network Unit of the security services has drawn the conclusion that they have a personal leader, and in the second line there is a group of 4-6 people who manages the operational control based on not geography but on the scope of activities. The local affairs on each planet are run by the smaller, regional organization units and only the leaders keep in touch with the highest levels of commanders while none of them can be sure where the person he gets the command from stands in the hierarchy.

The communication within the Network is not in person but through coded channels via messages that so far could not be broken. For these reasons we can only estimate the number of the network members (50-1500) that coordinates dozens of the most significant groups of the underground.

Their human connections built during the war were used as their first agents and through intelligence data they soon found new allies on both sides of the law. When the network expanded so much that there already were trustworthy, experienced members that never met the founders the aliens got rid of the whole human chief of staff and to gain the confidence of local governments and bodies they gave up a couple of alien double agents as well.

As they don’t exist officially and they do not keep contact with the alien government (their intelligence data is only given to the government in exchange for money and through human agents to keep their cover) only the monarch and his closest counselors are aware of their identity.
